Julia Anderson Moss, 85, of Halifax, Virginia passed away peacefully at her home on February 10, 2026.

She was born on July 26, 1940 to the late Julian Wade Anderson and Susanna Owen Anderson. She was married to the late Marvin Tracy Barker. She was preceded in death by her first husband W.L. "Billy" Moss, Jr and her sister Marguerite Anderson Crews.

Having been born into a loving Christian home, Julia's strong faith in God was unwavering and unshakeable throughout all her days. She faithfully served the Lord through her passion for music, playing both the organ and piano, and singing in the choir at Mt. Laurel United Methodist Church for over 45 years. She served in numerous other capacities including administrative board member, lay speaker, Rilee Circle member, and Sunday School teacher. More recently, Julia was an active member of Grace Baptist Church where she played the piano, sang in the choir, and taught in the AWANA program for over 13 years. She dearly loved her church families and participating in church events.

Julia began her career with the Halifax County Administrator's Office in 1972 serving as secretary to the Board of Supervisors and Planning Commission. With grace and a gentle spirit, she dedicated many years of service and leadership before retiring as Assistant County Administrator in 2003. During her tenure, she served as president of the Halifax/South Boston Credit Union and served on the Board of Directors for numerous agencies including Halifax County Fire Commission, Southside Disability Services, Business Education Advisory Committee, Central Virginia Health Planning Agency, Comprehensive Management Team, and Southeast Rural Community Assistance Project. She also served as deputy coordinator of Emergency Services for the county. In 1977, Julia was instrumental in establishing the American Business Women's Association in Halifax County serving as charter member, president, and board member. She helped develop a scholarship program for deserving young students through this organization. Her 31 years of tireless zeal for the growth of Halifax County will be honored and remembered for many years to come.

Outside of her professional achievements, Julia loved nothing more than spending time with her family and friends. She enjoyed the simple things in life, finding pleasure in cooking, gardening, and listening to gospel music.

Julia is survived by her daughter Sheila Moss Garmon and husband Clayton of Halifax, and her son Chadwick Lee Moss of Clover, in addition, she is survived by her nephew Michael Crews (Brenda) of Carrollton and her niece Susan Crews Daniels (Tim) of North Myrtle Beach, stepdaughters Deborah Sizemore (Jim) of Nags Head, Susan Butterworth, and Betty Schutte-Box both of Richmond.

The family extends gratitude to the staff of 1st Care at Home and to her loving caregivers Lisa Canada, Lawanda Chandler, Rosa Crews, Virginia Martin, Shanita Younger, and Serita Windsor. These ladies have remained faithful and steadfast during this challenging journey.

In lieu of flowers, please consider the Julia A. Moss Memorial Scholarship (at the Community Foundation of the Dan River Region 541 Loyal St., Danville, VA 24541) or a charity of your choice.

A funeral service will be on Saturday, February 14, 2026 at 3: 00 P.M. at Mt. Laurel United Methodist Church with the Rev. Dave Moreno, Rev. Jack Stewart and Dr. Jerry P. Jordan. Burial to follow in the Clover Cemetery.

The family will receive friends on Saturday, one hour prior to the service at the church and other times at her home.
